A four-phase service framework

• Phase 1 — Threat Assessment & Gap Analysis (Weeks 1–3)

  Regional threat profile, review of existing COOP/EOP/hazard mitigation plans, infrastructure vulnerability assessment, stakeholder interviews, and a prioritized gap analysis report.

• Phase 2 — Architecture Development (Weeks 4–8)

  Custom COOP/COG framework, department-specific response protocols, communication and chain-of-command architecture, resource staging, evacuation and shelter mapping, and inter-agency coordination protocols.
